Setting a new membrane over a dead-flat deck and telling the owner that ponding is normal is how a ten-year roof becomes a five-year roof. Ponding also doubles the load on a deck built with very little reserve.
Edges and terminations are where these roofs actually fail. Membrane needs to be mechanically terminated into a reglet or under counterflashing at every wall, not glued to brick and sealed.
